Francina Moisa is the founder of FM Search, a boutique headhunting and talent advisory firm in Malta.
Francina has worked in headhunting and talent advisory for well over a decade, first in London, before deciding to make Malta her permanent home almost 10 years ago.
Described by her clients as “knowledgeable” and with a “strong ability to advise on long term strategies”, Francina is focused on creating a meaningful and value driven experience for both her candidates and clients alike, focused solely on long term engagement, rather than transactional work.
Excelling at off market searches, Francina loves a challenge and the more difficult an assignment is, the more she is motivated and intrigued by it, driven to deliver results in the most challenging circumstances.

Mr. Vella has over 15 years experience in corporate and project finance, research and development, strategic and project management, starting his career in 1995 at PwC where he worked in assurance, advisory and risk management arms.
In 2001 he joined the Corinthia Group and fulfilled a number of roles both locally and abroad, including that of Finance Director at the Corinthia Grand Hotel Royal in Budapest and Corporate Finance Executive at the Corinthia Head Office. Tasks included business planning and budgeting processes, feasibility studies and acquisition bids, the implementation of a standard accounting package, raising of funds for project and corporate finance.
In 2005, he took on the role of Head of Corporate Strategy at APS Bank and was a member on the Bank’s risk management and credit committees.
At Grant Thornton, George and his team provide a variety of services including financial control, internal audit, evaluation services, assistance in the preparation of business plans, feasibility studies and cost benefit analyses, business valuations, assistance with mergers and acquisitions, project finance and corporate finance advisory services.
Apart from the management and leadership of the firm’s advisory practice, George also still holds various technical roles in high profile advisory assignments, including EU funding projects and applications as well as fund raising for the private sector, both through negotiating bank loans or raising private equity, and through assisting in public equity and bond listing.
Dr Geraldine Spiteri Lucas is a lawyer by profession and is currently the Registrar of Companies, the Registrar of other Legal Persons, and the Chief Executive Officer of the Malta Business Registry. She is an executive member of the Corporate Registries Forum, international fora which brings together registries from across the globe, and a member of the board of examiners for the Department of Commercial Law at the University of Malta.
Kenneth Farrugia is a Certified Public Accountant and holds a Bachelor of Accountancy (Hons) and an MA in Business Ethics. Prior to joining the MFSA as CEO in April 2023, he occupied the role of Director of the Financial Intelligence Analysis Unit in Malta (FIAU) for six years, where he spearheaded major reforms to enhance the overall governance structure of the unit and participated in several international fora. Throughout his career, Mr Farrugia held audit positions both within private audit firms and the public sector. Mr Farrugia is currently also the Chairman of the FIAU.
Mr Joseph Caruana is a career public officer starting his career in 1977 as a clerk. He progressed through the ranks and in 2008 headed the EU Paying Agency. From 2011, he also acted as Director General for Fisheries. From 2013 to 2022 he was appointed Permanent Secretary and served within the Ministry for Education and Employment, the Ministry for Finance and the Ministry for Transport, Infrastructure and Capital Projects respectively, wherein he was responsible for the implementation of various strategies, polices and projects. Mr Caruana was appointed Commissioner for Tax and Customs on 1st February 2022.
Alan Cuschieri is a Governor at Finance Malta where he focuses his energies on the Fintech Sector. He has a passion for Fintech with over 20 years of experience in the field and is the founder and CEO of Moneybase, a multi award winning Fintech platform that was built from the ground up and offers a wide range of investments, cards and global payments which is backed by an ISO9001 certified customer care team.
He is also co-CEO at CC Finance Group, Malta’s largest and leading financial services firm, he played a key role in growing the company from a small business to a Group of 6 companies with 200 employees. Alan is a results driven leader focused on results and innovation, he has extensive regulatory experience and a deep interest in using technology to simplify complex processes and to enrich user experiences. He graduated in Financial Services at the University of Bournemouth (UK).
Mr. Kenneth Brincat is the Chief Executive Officer of the Malta Digital Innovation Authority (MDIA) where he is spearheading the Authority's strategic direction in the area of digital innovation in Malta. Understanding the importance of trust, ethics, security and transparency in the rapidly changing digital landscape, Kenneth fosters a collaborative environment that brings together policymakers, industry experts, and academia. He holds a Master of Science degree in HR and Training and is currently pursuing a Doctorate in Business Administration.
Dr Malcolm Falzon (Partner, Camilleri Preziosi Advocates), specialises in capital markets, corporate, M&A, financial services and gaming, and leads the firm’s fintech practice. He assists local and foreign clients on legal, regulatory and licensing aspects of each of these areas as well as related corporate and commercial matters. Malcolm also leads Camilleri Preziosi’s ESG and Sustainable Finance team, tasked with evaluating the prospects of sustainable finance models and their potential application across the firm’s practice areas.
Since 2005, Malcolm has been actively involved in the majority of capital markets issues in respect of which the firm has acted as legal advisors. He occupies the role of company secretary and legal advisor to a number of local main market issuers, and advises listed companies on ongoing obligations pertaining to the Capital Markets Rules, market abuse and general corporate matters.
Following completion of his LL.D studies at the University of Malta, Malcolm read for a LL.M in Corporate & Commercial Law at University College, London, and returned to Camilleri Preziosi as an associate in 2005. He was admitted to partnership in 2013. Malcolm is a lecturer at the Malta Stock Exchange Institute and a regular speaker on capital markets, corporate and corporate governance matters.
With well over 15 years of working experience, Michael is specialised in Investment Management Services working within Deloitte's Financial Services Practice. During this time Michael worked for two years with Deloitte in London, managing a number of multi-national companies in the Insurance and Investments Management Practice prior to returning to Deloitte Malta in 2009.
Michael services a broad client base both locally and internationally and is responsible for the statutory and non-statutory audits of a number of clients, including Collective Investment Schemes, Investment Management Companies and Fund Administrators as well as other regulated and non-regulated entities.
Michael coordinates various international engagements where he has developed numerous connections within the Deloitte Network. Michael also Chaired the FSI sub-Committee at the Malta Institute of Accountants for two years and is now Chairing the Sustainable Finance sub-Committee at the Institute. Furthermore, Michael chairs the Sustainable Finance working group at the Malta Financial Services Advisory Council and is also the Sustainability Leader at Deloitte, Malta.
Michael is conversant with the technical accounting and reporting requirements for a wide-range of financial instruments and derivative products under IFRS.
Michael has a good understanding and appreciation of Information Technology (IT).
Twenty-eight years senior management experience in the ICT industry, currently
Chief Executive Officer at CyberSift; a firm specialised in the design and
development of information security software. Previously Vice President of Software
as a Service at Aurea Software a global business employing three thousand
people worldwide.
Brian holds a B.Pharm (Hons.) degree from the University of Malta, is a CISA certified
Information Systems Auditor, SCRUM Master, as well as a PRINCE2 Project Manager.
Certified in RPA – Robotic Process Automation using systems that help organizations
automate their business processes. He has extensive Plc experience and is a keen
advocate of business transformation with a proven track record.
Herman Ciappara joined the Malta Financial Services Authority (MFSA) in September 2019 and holds the position of Head FinTech Supervision Function, responsible for the supervision of the Virtual Financial Assets sector as well as non-bank financial institutions in Malta. The Function also provides cross-sectoral expertise on digital finance and FinTech-related policy and supervisory initiatives. Before joining the MFSA Herman held the role of Head of Payments and Banking at the Central Bank of Malta.
Sustainable Finance and Investments
Andrea Tinagli Senior EIB Official to the Union for the Mediterranean for Sustainable Finance and Investments. He is also Senior Official and Member of the UFM Governing Bodies representing the European Investment Bank.
Andrea Tinagli is an Italian citizen. Prior to his appointment at the UfM Secretariat, he covered during more than 25 years different managerial positions at the European Investment Bank (EIB), including Head of Spanish Delegation; Head of Holding Funds Southern Europe; Head of Italian Delegation and Head of Energy and Public sector and Project Finance Italy and Malta. His latest position was Head of Banks and Energy Baltic See and Northern EU Countries.
Andrea Tinagli has long experience in development finance, sustainable and green finance, Infrastructure and investment finance, financial instruments and securitization of SMEs and Midcaps portfolios. During the last years he focused on European external cooperation activities, concessional finance, being lecturer at several Universities outside the EU ( University of Amman in Jordan, Ain Shams University in Egypt, Euromed University of Fez in Morocco) and within the European Union (College of Europe in Belgium, Esade in Spain and La Sapienza in Italy).
He studied at Bocconi University, Italy, HEC- Ecole des Hautes Etudes Commerciales, France and Esade Business School, Spain. He is Chartered accountant and Dottore Commercialista from the Italian Authorities.
Mr Joseph Zammit Tabona FCA,CPA,FIA,FMIT,MOM,KM. was educated at St. Edward’s College. He was articled with Turquand Youngs & Co and qualified as a Chartered Accountant in England & Wales in 1971. Mr Zammit Tabona became a partner of the Malta local branch of Turquand Youngs & Co in 1972 and was a senior partner of PricewaterhouseCoopers (PwC) until his retirement from active practice in March 2000. On the 12th of January 2021, Mr Zammit Tabona was appointed Chairman of the Malta Financial Services Advisory Council a post which he still holds to date. On the 1st of August 2013 Mr Zammit Tabona was appointed as a Director of the Klesch Group Limited with the responsibility of being Head of Government Affairs for the Group. On the same day he was appointed Chairman of Valletta Cruise Port plc. Mr Zammit Tabona retains these positions to this very day. He has also been Chairman of Tigne Mall plc since the 27th of March 2015 and still retains this position to date.
Prior to these appointments Mr Zammit Tabona was appointed by the Government of Malta as High Commissioner to the Courts of St. James’s in the United Kingdom. He held this position between the 20th of April 2009 to the 31st of July 2013. Mr Zammit Tabona also served as Chairman of the Malta Stock Exchange from 11th January 2006 to the March 2009 ; FinanceMalta from May 2007 to March 2009 and Malta Enterprise from 11th August 2003 until January 2006.
Pier is a consultant engaged by the MFSAC to integrate and advise on its long-term strategy for Financial Services in Malta and to establish an effective Program Management process for implementation. Pier built his career in North America, where he held senior executive roles within the Canadian Imperial Bank of Commerce, Molson Coors, and S. C. Johnson in Canada. He was part of the core team that launched Virgin’s health care business in the United States, now branded Virgin Pulse. Pier built his consulting credentials with the Boston Consulting Group. He now launches new businesses globally for Fortune 500 clients while also working locally enabling business transformation and change for large clients.
Since 2018, Jochen Biedermann has served as Managing Director of the World Alliance of International
Financial Centers (WAIFC), an international non-profit association registered in Belgium, representing 28
leading international financial centers across five continents. WAIFC members are government agencies,
associations, and similar institutions developing and promoting their financial centers. WAIFC facilitates
cooperation between its members, exchanging best practices and communication with the general public.
Also, Jochen is the Managing Partner of FinTech Consult, a network of FinTech experts in Asia, Europe, and
Africa supporting FinTechs in raising capital and expanding globally.
He serves as an expert at the Sino-German Center for Finance and Economics in Frankfurt, backed by the
central banks, government institutions, and leading universities in China and Germany. He is also a Fellow of
the Think Tank of the Asian Financial Cooperation Association, based in Beijing.
Jochen is a long-standing advisor at Frankfurt Main Finance, the Frankfurt financial center initiative.
Furthermore, he is a mentor at OneEleven in Toronto, the Plug and Play Tech Center and the Accelerator
Frankfurt. Jochen is a board member of several FinTech and Blockchain companies. Finally, he is a working
group member of Dubai's new DIFC Digital Economy Court.
Jochen holds a mathematics & computer science diploma from the University of Goettingen and a Ph.D. in
mathematics from the University of Cottbus, Germany. For two decades, he has been a regular lecturer and
external supervisor for the Frankfurt School of Finance & Management and has given guest lectures at leading
universities and business schools in Europe, Hong Kong, and China.
Max practiced law for almost 40 years. He started his career as a maritime lawyer dealing with all aspects of shipping, including ship finance. He became a Partner of the firm in 1986 and moved on to develop the financial services practices at Ganado Advocates. He has been heavily involved in the drafting of new legislation required for the development of Malta as a financial centre, including the revision of the law relating to trusts and the law on legal persons and foundations, as well as on netting, securitisation, aviation and DLT.
Max has been delivering lectures on varied subjects for several years, having been actively involved in disseminating education to the Maltese legal professions and Maltese law students. He has published various articles and has acted as editor of a number of publications.
Max retired in 2021 and is now acting as a Consultant to Ganado Advocates while continuing as a senior external lecturer at the University of Malta, civil law department, with focus on the law relating to legal organisations, security interests, fiduciary obligations and public domain.
Dr. Akis Tsekouras is the Mastercard Advisors Cluster Lead for Greece, Cyprus and Malta. In his current role, Akis oversees a major advisory Hub in Athens, rapidly expanding and covering clients throughout EMEA. Akis holds a PhD in theoretical physics. He is a seasoned management consultant, with more than 15 years of experience in financial services advisory with Mastercard Advisors, Accenture and McKinsey & Company. He has worked with top-tier banks in more than 20 countries, helping them define their digital and product strategy, optimize their operating model and implement challenging IT programs.
Eila Kreivi is Director and Chief Sustainable Finance Advisor at the European Investment Bank since February 2022.
From April 2011 until end of January 2022, she headed the Capital Markets Department of the EIB, as its Director. Before that, she was the Head of Funding for the Americas, Asia & Pacific.
Between March 2018 and January 2022, she was an alternate member of the Board of Directors of the European Investment Fund (EIF).
Prior to joining the financing arm of the European Union in 1995, Eila Kreivi worked at the Union Bank of Finland and Société Générale, in Helsinki and in Paris.
She holds a Master of Science degree in Economics from the University of Abo Akademi in Finland. In addition to her native language of Finnish, she is fluent in English, French and Swedish.
Eila Kreivi chaired the Executive Committee of the Green Bond Principles in 2015-2018. She has represented the EIB at the EU High-level Expert Group on Sustainable Finance in 2017 2018, established by the European Commission. Between 2018 and September 2020, she also represented the EIB at the European Commission’s Technical Expert Group on Sustainable Finance created in 2018. Since October 2020, she is a member of the Platform on Sustainable Finance, an advisory body created by the European Commission.
In July 2020, she was elected as member of the Board of Directors of the International Capital Market Association (ICMA).
Based in London, she is a senior trusted advisor to management teams, boards of directors, private equity and venture capital firms. As the founder and CEO of Cognitive Finance Group, Clara also advises financial institutions, fintechs, technology firms, and governments on the ethical use of AI to drive innovation and growth.
Clara served in leadership roles in European asset & wealth management, she is a member of the Chartered Institute for Securities and Investment (UK), has a Certificate in Investment Management (UK) and holds a Master’s degree from the University of Oxford.
In the past year, Mr. Karl Cilia, as the Chief Executive Officer of the Water Services Corporation (WSC), has proven his exceptional prowess in the areas of informatics, technology, and management. His extensive experience spanning both private and public sectors, including an esteemed tenure at the multinational IBM, specializing in the Utilities industry, has been pivotal to his role at the WSC.
A key achievement under his belt was his instrumental role in the execution of the smart metering system within WSC and Enemalta. This project stands testament to Mr. Cilia's commitment towards harnessing advanced technologies and innovations for promoting efficiency and overall success.
Before joining WSC, Mr. Cilia was the driving force behind Enemalta as its Executive Director, overseeing an array of crucial activities and initiatives. His leadership, strategic vision, and commitment to excellence have been instrumental in cementing Enemalta's position as a trailblazer in the sector.
In his current role at the helm of WSC, Mr. Cilia has continued his legacy of success and is leading the organization in achieving its mission and objectives. His expertise, experience, and dedication have been key in steering the organization towards new milestones.
A noteworthy endeavor in recent months under Mr. Cilia's stewardship is the issuance of Malta’s first-ever Green Bonds via WSC Group. This pioneering move has positioned WSC among the world's first utility companies to issue such bonds. It not only underscores Mr. Cilia's innovative spirit and foresight but also reaffirms his commitment to sustainability and environmental responsibility. As WSC moves forward, Mr. Cilia's vision will undoubtedly keep it at the cutting edge of innovation and excellence.
Theo is an experienced consulting professional and leads EY-Parthenon (the global strategy consulting arm of EY) in Malta, where he assists corporate and public sector clients with strategy and execution to drive growth, innovation and transformation. Since 2018, Theo has also held the role of Enablement Leader for EY Strategy and Transactions across Central, Eastern and Southeastern Europe and Central Asia (CESA), where he executes strategic and operational initiatives to enhance business performance. Theo was seconded to EY's EMEIA FinTech Strategy team in London earlier in his career and represents Malta and CESA in EY's EMEIA Fintech Network. He is a Member of the Fintech and AI Committee on the Malta Financial Services Advisory Council’s 10 year strategy for Financial Services in Malta.
Joseph has over 38 years of experience employed in various capacities within the financial industry in the U.S and in Malta. He has experience as a portfolio manager, currency, and futures trader, and has worked with Bank of America, Nomura Securities, Goldman Sachs, Millburn Ridgefield, and Liongate Capital Management. He was also chief investment officer and managing director of FMG Funds, an emerging markets specialist.
He is currently the Executive Chairman of the Malta Stock Exchange and sits on its Audit Committee. Between April 2013 and April 2015 he sat on its board and chaired its Risk Management Committee. In 2015 he was named executive chair of the Malta Stock Exchange PLC and has founded and chairs various MSE-owned subsidiaries such as the Malta Stock Exchange Institute amongst others. He also offers risk management consulting, and sits on the boards and investment committees of numerous asset management and financial service companies domiciled in Malta. Joseph also sits on the Malta Financial Services Advisory Council a board, constituted by the Finance Ministry of Malta and is chairman of the World Federation of Exchanges, Governance and Nominations Committee.
Joseph was also a visiting lecturer at the University of Malta and has taught courses at the Malta Institute of Accounting, and other institutions. He was a regular contributor to the Times of Malta, writing about investor education. Joseph graduated with a BA from Baruch College, City University of New York
Antonio is TMT Law Partner at Fenech & Fenech Advocates. For the past 20 years his work has solely revolved around ICT law issues, seeking solutions to the constant struggle between law and technology, inside and outside courtrooms.
A lecturer in ICT law and cybercrime at the University of Malta, Ghio is a former Chairman of the Malta Communications Authority and a former EU Digital Champion for Malta, Founding Member and President of the Malta IT Law Association and a Fellow of the European Law Institute.
Steve Ellul, a prominent figure in finance and economics, has dedicated his career to managing investments and advancing sustainable finance in Malta. As a Chartered Financial Analyst and previous government advisor, has become a leading advocate for Environmental, Social, and Governance (ESG) principles, leaving an enduring impact on the financial sector. As CEO of Project Green, he has built on these foundations to work on green open spaces across the islands.
Born in 1985, Ellul's passion for finance blossomed during his formative years. He earned an Honours degree in Banking and Finance at the University of Malta, followed by further education in corporate finance at a European university.
He undertook the rigorous journey to become a Chartered Financial Analyst (CFA) in Charlottesville, Virginia, distinguishing himself as one of Malta's few CFAs. His career took off at the Bank of Valletta, where he spent seven years, holding various positions, including Head of Asset Management. Notably, he advised and managed captive insurance companies and mutual funds in the Middle East and North Africa, showcasing his talent in managing assets for high-net-worth individuals and institutions.
Beyond banking, Ellul's commitment to sustainability led him to the board of directors of the Malta Development Bank, contributing to the government's 'green economy' vision. He also played a crucial role in establishing the Malta Stock Exchange's 'Green Market' in 2021, facilitating capital raising for eco-friendly projects through 'green bonds' and furthering sustainable finance in Malta.
